Foundation, proposes 5 main goals, including:
          1. By 2025, the energy consumption per unit of added value of industrial enterprises above designated size in my country will be reduced by 13.5% compared with 2020;
          2. The energy efficiency of key industries has been comprehensively improved, and the energy efficiency of key areas such as data centers has been significantly improved;
          3. The proportion of green and low-carbon energy utilization has been significantly increased;
          4. Energy-saving and efficiency-enhancing technology and equipment are widely used, and the standards, services and supervision systems are gradually improved;
          5. The energy efficiency of key products in steel, petrochemical, non-ferrous metals, building materials and other industries has reached the international advanced level.

          In order to achieve these five main goals, the following tasks are also mentioned in the "Industrial Energy Efficiency Improvement Action Plan":
          Promote energy efficiency upgrading and transformation in key industries and fields; continue to improve energy efficiency of energy-using equipment systems; enhance energy efficiency management and leading role in enterprise parks; promote low-carbon transformation of industrial energy use in an orderly manner; foundation; accelerate the improvement of the management mechanism.
